Medium shot WIS-TV newsman Tom Howard introduces James Clyburn, assistant to Governor John West for human resources. Clyburn tries to dispel the "welfare Cadillac" myth (which purports that ineligible people misuse the food stamp program). Clyburn suggests more rich people abuse the income tax system, refering to Governor Ronald Reagan of California. Howard introduces Beatric Snide (sp? - pronounced "Bee-at'rik Snyd") of the Richland County Welfare Rights Organization. Medium shot Snide, who contends that Senator Ernest Hollings doesn't really care about the poor.
